Our founder and license holder possesses over 25 years of investigative experience which includes law enforcement, private investigations and internal investigations performed at a large university. Joe Killgallon - Lead Investigator/Pittsburgh Office
A professional investigator with over 30 years of experience spanning both law enforcement and as a private investigator, Joe Killgallon manages the operations and development of the Pittsburgh Office for Bowman & Associates.
During Joe’s 25-year career with the Pennsylvania State Police, a majority of his time was spent supervising both criminal investigation and undercover vice units. In these roles, Joe was responsible for leading challenging investigations ranging from homicide to complex motor vehicle crashes. Having received extensive law enforcement training in the areas of criminal investigation and interviewing, Joe provides clients with a unique opportunity to examine cases from various angles and is highly skilled in obtaining information from witnesses and other sources.
As a private investigator, Joe has handled numerous investigations related to both criminal and civil matters. Additionally, he has led internal investigations related to police incidents and officer conduct, and has conducted audits of evidence rooms, department policies, and procedures. Joe has also conducted vulnerability assessments for corporate clients and educational institutions and is approved as a School Safety and Security provider through the Commonwealth of Pennsylvania's Commission on Crime and Delinquency to conduct school vulnerability assessments as mandated under act 44 of 2015.
Lindsay Kowalski - Senior Investigative Analyst
Drawing on 15 years’ experience as an investigator and analyst, both within a higher education setting and as a private consultant, Lindsay provides criminal and civil investigative and operational support from the State College Office of Bowman & Associates.
Lindsay specializes in complex criminal casework for trial preparation and post-conviction relief, including the comprehensive review of various and voluminous technical source material in order to meaningfully synthesize the data and identify factual discrepancies, information gaps, credibility issues, and recommended areas for further investigative pursuit. Additionally, Lindsay is skilled in the creation of visual displays of timelines, participant dynamics, and testimonial inconsistencies to effectively communicate findings to juries or similar audiences.
Lindsay graduated with honors from Penn State University with degrees in criminal justice and psychology and holds a master’s degree in forensic psychology from Marymount University. During her time as an investigator in higher education, Lindsay was trained and certified as a Title IX investigator and hearing officer by the Association of Title IX Investigators (ATIXA).
